Use AT for all medium-sized places or for all events/activities

Exceptions: in/on a street, in a neighbo(u)rhood, on the beach


Use IN for the whole town/village or anything larger. Exceptions: on the planet, on an island or
peninsula


ON the bus, the tram, the train, the boat, the airplane.
